If you are looking to remodel, expand or sell your home, there's a good chance you will have a close encounter with your local building code. These laws can be extensive, confusing and change frequently. The code is there for your safety, but it can still be frustrating to deal with. Older homes in particular are likely to have outdated technology that wouldn't pass a current inspection. Before embarking on a project, take time to understand what the laws are and how they can affect you.

What Is Building Code?

Just about anything you want to do to your home beyond cosmetic changes probably has a corresponding law. Building code covers a number of standards mostly related to safety, including but not limited to HVAC, the electric system, plumbing, the structural integrity of the building and fire safety. If you own a rental unit, there are probably additional standards that you are required to meet before accepting tenants.

Of course, specific housing codes vary by municipality, although most are based on models like the International Residential Code and the National Electric Code. Go to your city or town  website or visit the building department for more information. You can also look up many city and municipality codes from around the country on a website called Municode.

Is My Old Electric Wiring Safe?

The electric code is one of the most important pieces of building code, because failing to comply can endanger your home and property. Some common violations include improperly sized connections, overfilling outlet boxes, not properly grounding and not spacing outlets correctly.

Many code problems require only a simply fix, but others can be a much bigger undertaking. For example, old houses may conduct electricity on knob and tube wiring, which became obsolete in the 1940s. This type of wiring can put your home at risk and isn't equipped to handle high power loads typical in modern homes. If you still have knob and tube, you may discover an expensive upgrade is necessary when it's time to sell the house.

The laws governing electric systems are complex and confusing to many homeowners. The national code on which most cities base their own laws is 1,000 pages long -- far more than the average home DIY-er is able to digest. You could inadvertently run afoul of the law by doing something as simple as replacing a light fixture without upgrading the wiring to the most recent standards. It’s wise to consult a qualified electrician before undertaking a project  so you don’t find yourself in over your head – and on the wrong side of the law.

What if I'm Out of Compliance? 

If you have an older home that doesn't meet the current laws, don't panic. Usually older buildings are grandfathered in when the codes are updated. However, if you want to modify or replace parts of the house, you might be required to do additional work to bring any outdated aspects into compliance.

Do your research so you understand when you need to pull a permit or bring in a city inspector. Talk to local officials up front so they can help you understand how to proceed. When in doubt, hire a qualified professional experienced in local housing laws to let you know where you are up to code and in what areas you fall short.

1. Moon Boom

Mercury-Redstone 4, the second U.S. spaceflight, which launched in July 1961, resulted in the near-death of astronaut Virgil I. Grissom and the sinking of the Liberty Bell 7 spacecraft. The vessel was rescued from the depths of the Atlantic in July 1999.

 3. Lance Does a Victory Dance (Possibly Drug-Induced)

Good old Lance Armstrong of LIVESTRONG and doping fame won his first Tour de France in July 1999. It was the beginning of an Armstrong era that would later be tainted by the fact that Armstrong was doing unethical things to give him the edge to win. Live Strong? Even if it means cheating? Thanks a lot, Lance. Great role model. Pshh.

4. Crash in Martha’s Vineyard

Off the coast of Martha’s Vineyard, a plane piloted by John F. Kennedy Jr. crashed, killing him and his wife Caroyln Bessette Kennedy and her sister Lauren Bessette. Very sad. Sorry for depressing you. But this is what was – phew! – I almost said “This is what was going down.” That would have been indelicate phrasing. This is what was HAPPENING in July 1999.

5. HARRY POTTAH!

In July 1999, the third novel in the HARRY POTTER series, HARRY POTTER AND THE PRISONER OF AZKABAN, was published in the UK. It sold 68,000 copies in the first three days and won a bunch of prestigious literary awards. Cha-ching!

6. A Blur of a Man

In a bizarre event, a Japanese man named Yuji Nishizawa hijacked an All Nippon Airways Boeing 747 and stabbed one of the pilots with a 8″ kitchen knife before being subdued by the crew. The pilot died shortly after the emergency landing, and the perpetrator was apprehended. Because he was diagnosed with mental illness, he was given a sentence of life in prison. Weirdly, he had discovered a way to smuggle weapons on planes, and, shortly before the incident, he had written to the airline alerting them to the security flaw and asking for a job in airport security. No one listened, until the hijacking. Then, the security flaw was fixed in all Japanese airports. Some people, man. Makes you want to go back in time and slap some sense into him.

8. Woodstock Again… Again

They tried to recreate the Woodstock music festival in 1994. What happened? Violence and destruction. So they figured, hey! Let’s give it another go! So, in July 1999, Woodstock 99 was held in Rome, NY. What happened? Violence and destruction. And sexual assault. Sorry Limp Bizkit fans, this is not going to work out. There were no more Woodstocks. (Or Limp Bizkit fans, incidentally.)

9. Andre Is Wimble DONE!

On the Fourth of July, in Wimbledon, England, under a blazing sun, Pete Sampras and Andre Agassi were battling it on the grass out for glory and riches. And a real big trophy. Pete Sampras defeated Agassi in three sets and called the match the “best tennis of [his] life.”

10. It’s Electric! (I know. Sorry.)

Florida commits its last act of execution by electric chair. The convict? Allen Lee Davis. I won’t go into detail about his heinous crimes. Or his execution. But it was shocking enough – oops I did it again! – I mean APPALLING enough for death by electric chair to be considered cruel and unusual punishment from then on in the state of Florida.

11. Hello Safeco

The inaugural baseball game was held at the Seattle Mariners’ Safeco Field in July, 1999. The field looked great. But the Mariners lost to the San Diego Padres, 2-3. Womp womp.

Are your customers getting hot under the collar about rising energy costs? If so, suggest they buy a ceiling fan.

Although ceiling fans do consume electricity, experts say the amount of money homeowners can save on air conditioning greatly outweighs the cost of running the fan itself.

“Ceiling fans provide year-round comfort and efficiency,” says Barb Wright, a ceiling fan product manager at Westinghouse Lighting.

Wright says the cost of operating a ceiling fan varies based on how often they’re turned on and how much the electric company charges, but on average, she says a standard ceiling fan costs less to operate than an incandescent light bulb.

Experts say ceiling fans reduce energy in two ways.

First, fans circulate the air in the room, preventing hot air from accumulating at the ceiling.

“A ceiling fan helps equalize the temperature throughout the room, so your air conditioner doesn’t have to work as hard to keep the room cool,” says Scot Wetmore, marketing director at Dan’s Fan City, a ceiling fan retailer with more than 50 stores in the United States.

When people are in the room, Wetmore says ceiling fans have the added benefit of making people feel cooler.

“Ceiling fans cool by evaporation, like a wind chill factor,” he says, adding that fans will make it feel like it’s about 6 degrees cooler in your home than it actually is, allowing you to set your thermostat 6 degrees higher. According to Progress Energy, an energy company that services North and South Carolina and Florida, homeowners can save 7 to 10 percent off their cooling costs for each degree above 78.

And ceiling fans don’t just save money in the summer. Ceiling fans run counterclockwise in the summer, but many ceiling fans are equipped with reverse switches which allow you to run the fan clockwise in the winter, thereby reducing heating bills, too.

“[Changing the direction of the fan] makes the air column go up toward the ceiling, and what it does is it drives air currents up on the ceiling to the wall and down the wall, and that helps redistribute heat from the ceiling. So it helps lower your heating bills by re-circulating the heat,” Wetmore explains.

If a ceiling fan also includes a light fixture, Wright says customers can maximize their energy savings by replacing the incandescent bulbs with compact fluorescent bulbs.

Wright says homeowners should also consider buying Energy Star-rated ceiling fans. “They are about 50 percent more efficient than conventional fan/light units with an estimated energy savings of $15 to $20 per year,” Wright says.

According to the Environmental Protection Agency’s Energy Star Web site, Energy Star-rated ceiling fans move air up to 20 percent more efficiently than conventional models due to advanced blade and motor design, and Energy Star-rated ceiling fans that have light fixtures are about 50 percent more efficient and produce about 75 percent less heat.

Several ceiling fan manufacturers make ceiling fans that meet the government’s Energy Star requirements, including Casablanca, Kichler, Minka Aire and Savoy House.
